Soap or lotion to the skin problem?

I HAVE A BAD SKIN. My hands and legs are rough and wrinkled. I am only 29. Also I have great WHICH CAN NOT FADE scars FOR OVER 10 YEARS NOW. I had injuries from some injuries. NO transactions were only cured with medicine. BUT are ugly. My arms are so rough and DISCOULORATION NO. I have used MANY WRINKLES LIQUIDATION, scar removal, softening lotions and soaps, without success. I really want excel in my career, but not with this skin type. I am an African, chocolate brown. But the scars ARE LARGE BLACK AND WHITE. The bottom of my palm is a disaster of wrinkles and my NOCKLES are darker than the arms. Please tell me what to use. THINGS I DO NOT WANT A bleaching, but a little soap to get rid of scars and wrinkles. O lotions. KEEP IN MIND THAT I AM AN AFRICAN.
