Body and Soulhs

My fiance sisters are in college. Age 20 & 18. I wanted to get a laundry basket & fill it with shampoo, conditioner, shave gel, razors, tampons, body wash, a towel, a washcloth, body lotion. maybe a bag of chips or other fun cheap (but nice stuff) I find For the 20 year old a small bottle of vodka (she turns 21 5 days before xmas) Some other small cute things we find. We want to spend around $20 on each of them.
Would that be an ok gift or would it be a rip off?

I already got 2 huge bottles of shampoo for $2.50 & 2 huge bottles conditioner for $2.50. That I can split in between them. But if its a bad idea I can use them myself.
I would be willing to spend a little more on his older sister since her bday is very close to xmas & I proably won't be getting her an bday gift (maybe a $2 drink at the bar if I'm invited to her bday party)
